David L. Teska – Data Connectors
David L. Teska currently serves as the CISA Region 7 Sector Outreach Coordinator (RSOC) where he coordinates critical infrastructure outreach activities to stakeholders across the four states of CISA Region 7 – Iowa, Kansas, Missouri, and Nebraska.
David began his tenure as the RSOC in September 2017. Prior to coming to CISA he was the Regional Continuity Manager for FEMA Region VII where he served as the regional lead for FEMA’s Continuity program outreach to its federal, state, local, and tribal partners. David began his FEMA career in September 2000 as the region’s Congressional Liaison and later worked in the Public Assistance Grant Program where he deployed on numerous disaster assignments across the nation. Before coming to FEMA David was a staff writer at the Topeka Capital-Journal and the online sports editor at the Kansas City Star.
In June 2015 David retired as a Captain from the U.S. Coast Guard Reserve after 31 years of active and reserve service in the Coast Guard and U.S. Army.
David earned a bachelor’s degree in history from Texas Tech University in 1986, a master’s degree in journalism from the University of Kansas in 1997 and is a 2006 graduate of the U.S. Naval War College’s Naval Command & Staff program. He is also a Certified Emergency Manager (CEM).
